    GENERAL SUMMARY: This is a highly responsible administrative position, involving the application of complex and/or technical employment administration.  Duties require a high degree of personal interaction mainly with employees and applicants and require strong communication skills both written and verbal.

    REQUIREMENTS AND JOB SPECIFICATIONS:

    EDUCATION:  Graduation from an accredited 4 year college or university

    AREA OF STUDY:  Human Resources Management, Business Management, Public Administration or closely related field

    YEARS RELEVANT WORK EXPERIENCE:  2 years experience in general administrative work

    OTHER JOB SPECIFICATIONS:

    • ** Must be obtained within two years of employment
    • Knowledge of federal and state employment laws is required
    • Knowledge of modern office practices, procedures and equipment including word processing and file management
    • Moderate mathematical and computer skills
    • Ability to follow complex oral and written instructions
    • Ability to exercise judgment based on established policy and practice
    • Strong interpersonal with the ability to interact with others, staff & support agencies
    • Strong oral and written communication skills

    FUNCTIONS AND DUTIES:

    ESSENTIAL FUNCTIONS AND DUTIES:

    • Recruiting, screening, interviewing, and/or placement of full-time, part-time and seasonal staff;
    • Execution of background checks of prospective employees including but not limited to: criminal history investigations and sex offender rosters via local law enforcement agencies, Motor Vehicle Records checks, education and employment, and reference verifications;
    • Orientation and training of new employees regarding BREC policies, procedures, practices; assists in training and development of incumbent staff.
    • Establishes and maintains employment records including: hard copy files, computerized records and control documents
    • Assists in compensation, turnover and EEO analysis; career tracking/succession planning
    • Performs and process the full range of personnel actions needed to complete appointments, merit increases, promotions, transfers, separations, etc.;
    • Maintain all records of job descriptions and assist with development and/or revising as needed;
    • Develops recruitment bulletins; writes and places job advertisements in newspapers, professional journals and related publications and performs monthly bill audit;
    • Advises and counsels employees and the general public on personal related questions;
    • Assists in preparation of annual report;
    • Reviews essential functions and physical/cognitive requirements of jobs and prepares job analysis in compliance with Americans with Disabilities Act (ADA);
    • Special projects, research and duties as assigned

    SECONDARY FUNCTIONS AND DUTIES:

    • Provides administrative support to other employees within the Human Resources Department.
    • Cross trains with Coordinator as needed.
    • Other duties as assigned.



     

    SUPPLEMENTAL INFORMATION:

    HOURS WORKED:  Full time, typically 8 hours a day, 5 days a week; lunch break daily; overtime as required
