    The Senior Human Resources Analyst is a highly responsible professional position, involving the application of complex and/or technical employment administration and providing advice and assistance relative to complex human resource functions and procedures.  Duties include talent acquisition, recruiting activities, interviewing, staffing, employee relations, compliance, performance appraisal management, compensation, staff training, research, studies and surveys.  There is a high degree of personal interaction mainly with employees and the public; excellent communication skills both oral & written, strong analytical, computer, mathematical and technical skills. Work involves use of independent judgment to make decisions based on policies and practices.


     Requirements and Job Specifications:

    Education: Graduation from an accredited 4 year college or university.

    Area of Study (Major): Human Resources or Human Resources Management or a closely related field.

    Certification(s) Required: *Professional in Human Resources (PHR) through HRCI or Certified Professional designation (CP) through Society of Human Resources Management -SHRM.

    Certification(s) Preferred: Senior Professional in Human Resources (SPHR) through HRCI or Senior Certified Professional (SCP) through Society of Human Resources Management -SHRM?

    License(s) Required: Valid LA driver's license in good standing.

    Years of Relevant Work Experience: Three (3) years professional experience in Human Resources Administration or closely related.

    Other: *May be obtained within 12 months.  Knowledge of federal and state employment laws is required; Knowledge of talent acquisition & management experience; Knowledge of performance management systems & processes; Knowledge of practices & principles of compensation studies; Knowledge of modern office practices, procedures, and equipment; Strong analytical, mathematical and technical skills; Advanced computer skills with the ability to work with word processing, database management, spreadsheet and data analysis program; Excellent communication skills both oral and written; Ability to follow complex oral and written instructions; Ability to work with individuals at all levels; Ability to exercise judgment based on established policy and practice

     Functions and Duties:

    ·        Supervises Human Resources Analysts 1 and other lower-level employees.

    ·        Recruiting, screening, interviewing, and/or placement of full-time, part-time and seasonal staff.

    ·        Directs the recruiting for all summer camp and fall positions.

    ·        Execution of background checks of prospective employees including but not limited to: criminal history investigations and sex offender rosters via local law enforcement agencies, Motor Vehicle Records checks, reference checks and verifies employee education/certifications/licenses..

    ·        Establishes and maintains employment records including:  hard copy files, computerized records and control documents.

    ·        Oversees and monitors the agency-wide Performance Management Program to include the development and implementation of performance appraisal tools, providing regular training and assistance to managers and supervisors in the proper use of the system; analyzes and reviews the results of the process.

    ·        Performs management reports to include compensation, turnover and EEO analysis; career tracking/succession planning.

    ·        Assist in preparing mid-year and annual reports.

    ·        Orientation and training of new employees regarding BREC policies, procedures, practices.

    ·        Training of new Human Resources Department staff and providing guidance as needed.

    ·        Audits and reviews personnel files and personnel transactions of lover level subordinates.

    ·        Reviews personnel policies and operations for errors or inefficiencies; assisting HR Director in assuring compliance with local, state, and federal employment law; prepares reports of findings and recommends changes.

    ·        Administers and participates in development of examinations; overseeing testing and scoring of training and experience.

    ·        Conducts job analysis and job audit duties to periodically re-evaluate job descriptions and proper allocations to job classes.

    ·        Administers and oversees random drug screening in accordance with BREC's Substance Abuse and Drug Free Workplace Policy; including billing.

    ·        Interprets policies and provides advice and technical assistance to agency managers and supervisors, lower level Analysts and other personnel regarding BREC policies and procedures, including advising managers on their options and responsibilities in regards to progressive disciplinary procedure.

    ·        Participates in developing department goals, objectives and systems.

    ·        Conducts Annual BREC Job Fair; including organizing and promoting of the event.

    ·        Assists in payroll verification rotation.

    ·        Cross trains with each position within the Human Resources Department to ensure efficiency and prompt service to employees and the public.??

    ·        Special projects, research and other duties as assigned.

     Supplemental Information:

    Full time, typically 8 hours a day, 5 days a week; one hour lunch break; other breaks as required.
